Introduction

The foundation of Jamia Arbia Tabligh ul Islam was laid by Fazil Deoband Hazrat Maulana Muhammad Ramzan Sahib (may his blessings increase) in 1946. During that period, there were hardly any educational centers in the district of Mianwali. There was no presence or mark of the Deobandi madrasas (Ahnaf) belonging to the Ahl-e-Sunnat scholars in the entire district.

Hazrat Maulana Muhammad Ramzan Sahib, having ancestral ties to Mianwali, chose to serve the Hanafi religion in his town and area after completing his education, despite having many higher opportunities available to him. His intention was to struggle and strive to make this area, devoid of religious knowledge, a cradle of Islamic learning. Initially, the madrasa was established in the Grand Mosque located in the Zargaran locality, which was Maulana’s ancestral place. This mosque had been constructed by his esteemed father, Hazrat Sufi Ata Muhammad Sahib (may he rest in peace). After his father’s passing, Maulana’s uncle, Hazrat Sufi Sher Muhammad Sahib (may he rest in peace), began to educate him to fulfill the wishes of the deceased father and also supported and mentored him in the educational journey. It was due to his uncle’s efforts that Maulana, after completing his studies, set up a religious school in the mosque built by his late father in his ancestral locality, bringing his father’s noble wish to fruition and initiating the service of the religion. In 1965, the school was moved from the Grand Mosque of Zargaran to its current location (Moti Mosque) because the former place was not sufficient for the school’s needs. When the school was shifted to Moti Mosque, only the mosque and two constructed rooms were present. In 1991, a piece of land measuring over four kanals situated to the east of the mosque was purchased, and the construction of the madrasa began. Due to the reputation of the school, students desiring religious knowledge started coming from all over the district and distant places. Gradually, the school attained the status of a premier religious and educational center in the district.

You opened your eyes on October 4, 1926, in a devout family in Mianwali. Your father was the late Sufi Ata Muhammad, whose ancestral profession was jewelry, and his family hailed from the Tehsil akin to Khangah Walah. The late Sufi Sahib, along with his father and brothers, moved from Khangah Walah, first settled in Isa Khel city, and then made their home in Mianwali. When you were eleven years old, you lost the protective shade of your father. Your father’s wish was for you to study religious knowledge and become a ‘Fazil’ from Deoband. At the time of his demise, you were studying in the third grade at the Islamic Primary School. In the year 1370 [Islamic calendar], after passing the primary, your affectionate uncle, the late Sufi Sher Muhammad, in view of his brother’s wish, sent you to acquire religious education under the late Maulana Akbar Ali. He was a renowned scholar and a graduate of Darul Uloom Deoband, having studied Hadith from luminaries like Sheikh-ul-Hind Maulana Mahmood Hasan and other esteemed teachers. Under Maulana Akbar Ali, you studied Persian books for three years and also learned from Maulana Mian Muhammad Merwi. Maulana Gulsher, a martyr, often visited Sufi Sher Muhammad, whose village in the Attock district had a strong academic reputation in the Dars-e-Nizami. The esteemed Maulana Noor Muhammad taught there, as did Maulana Muhammad Hussain, whose teaching style was very popular. In 1920, upon Maulana Gulsher’s advice, Sufi Sher Muhammad enrolled you in Tahawali school, where you studied for two years. In Shawwal of the year 6H, you went to a school at the shrine of Peer Salahuddin in Toba Tek Singh and studied various books under Maulana Muhammad Azim of Thathiwal. Later, you joined Madrasah Muin-ul-Islam in Jaisi Khel. The founder of this madrasah was the late Sufi Allah Dad Khan, who was among the elders of Bhaini Khel.

He started the madrasah in his personal bungalow and had employed competent teachers. Maulana Mufti Mahmood, that same year, after completing his studies in Muradabad, started teaching at Madrasah Muin-ul-Islam. From him, you studied various books for two years. During these times, the late Maulana Syed Muhammad Mian’s book ‘Ulama-e-Hind Ka Shandar Mazi’ (The Glorious Past of Indian Scholars) had gained prominence. It was said that this book brought about a profound change in your nature.

Never before in your family was there a religious scholar. After completing your education, there wasn’t a scholarly or educational environment at home. In Shawwal of 1370H, you established a madrasah in your mosque named Madrasah Tabligh-ul-Islam. The madrasah started with just five students. Your family had affiliations with Majlis-e-Ahrar. After the establishment of the madrasah, you began leading Friday prayers in the Zargarān Mosque. In 1957, under the leadership of Sheikh-ul-Tafsir Maulana Ahmad Ali Lahori and Maulana Ghulam Ghous Hazarvi, the modern era of Jamiat-e-Ulama Islam began, and you also joined the organization. During the era of Maulana Sajjadah Muhammad Jan, you served as the chief administrator for the district of Mianwali. During Ayub Khan’s regime, when political parties were restored, you were made the district’s Amir and remained in that position ever since. Maulana Mufti Mahmood and you always served on the central advisory council. You also visited Dhaka for the council meetings and toured several districts of Bengal with other leaders. You actively participated in all religious movements. You were also a representative in the United Democratic Front, and you took part in their activities with full zeal and courage. You led the district’s movements, and you were arrested. Before that, you had been sent to jail multiple times and were also put under house arrest within the municipality’s limits. However, you never let us feel the absence of your affection and kindness. Your health had been deteriorating for some time. For a while now, during farewells with visitors, it seemed as though you were not optimistic about your health. A few days before your passing, your health worsened significantly. You were taken to Lahore for treatment and were admitted to General Hospital, but life could not be sustained. On April 10, at around nine in the morning, your soul departed from this earthly abode. Your body was brought back from Lahore to Mianwali. On April 14, near ten in the morning, your funeral prayer was held. It was a large gathering, and Maulana Sajjadah Muhammad Jan led the prayer. You were laid to rest in the courtyard of Jamiah Tabligh-ul-Islam.

The particular circumstances of the region and the solitary services of Maulana Muhammad Ramadan, may his blessings continue, have elevated the university from its inception to the pinnacle of progress and rise that the people of the region are well aware of. In 1980, Maulana’s offspring, the learned young scholar Maulana Abdul Jalil Saheb Naqshbandi, after completing his “Dora-e-Hadith” from Jamia Ashrafia Lahore, began to assist Maulana in the educational and administrative endeavors of the university. He is a capable young individual, an active scholar, an eloquent speaker, a pointed critic, an educator, and a strategic administrator. His day-to-day hard work has sparked a wave of development and progress in the university since 1980, and his energetic nature and passionate work ethic will significantly influence future plans. May Allah Almighty prolong the life of the revered Maulana, making it a source of mercy and blessings for Muslims. Amen.

In today’s first night, after the Maghrib prayer, I was present at Darul Uloom Jamia Arabiya Muballigh-ul-Islam. Owing to its prestigious legacy, I’ve always felt a heartfelt connection with this institution. I had visited it multiple times in the past, but this time I observed a pronounced development which immensely pleased me. My esteemed brother, Abdul Jalil Sahib, through his dedicated efforts and excellent management, has achieved visible results. I witnessed the students engrossed in their studies and noticed a significant enhancement in infrastructure within a short period. The library reflects the institution’s academic essence. In everything, be it decorum, cleanliness, organization, or attention to education and training, the signs of meticulousness are evident.

I hope, God willing, that the outcomes of Maulana’s adept management and, more importantly, his sincere dedication will manifest as the ever-increasing progress of this institution. It will establish itself as the epicenter of religious knowledge and the propagation of Islam. I wholeheartedly pray that Allah accepts their efforts in His esteemed presence and grants this institution external and intrinsic progress. May Allah instil the spirit of knowledge in its teachers and students, making them true servants of our religion. Ameen.

Praise be to Allah and peace and blessings upon His chosen servants. Following that, due to the directive of the respected principal of Darul Uloom Jamia Arabiya Tabligh-ul-Islam, Maulana Abdul Jalil (may his blessings continue), I had the privilege to visit Darul Uloom during my stay in Mianwali. I was filled with joy upon witnessing the blessed and delightful attributes of this religious institution’s second foundation. Under the supervision of the esteemed principal of Darul Uloom Jamia Arabiya Tabligh-ul-Islam, the institution is making strides towards progress in every respect, and in the future, great expectations are attached to this institution.

Typically, two things are crucial for the advancement of any institution: one, the capability and expertise to manage and promote it; and two, dedication combined with hard work and effort. By Allah’s grace and mercy, Maulana Abdul Jalil Sahib has been blessed with both of these gifts. Thus, I believe that the day is not far when this institution, by Allah’s will, will attain the highest levels of progress and hold a distinguished position in terms of religious services.
